Abstract
पिछले पांच वर्षों में नरसिम्हा राव सरकार द्वारा अपनाई गई अन्तर्राष्ट्रीय मुद्राकोष निदेशित नयी आर्थिक नीतियों के सम्बन्ध में श्रमिक वर्ग तथा परिश्रमी जनता को कटु अनुभव हुए हैं। सी आइ टी यू ने पहले ही चेतावनी दी थी कि अमरीका के नेतृत्व वाले साम्राज्यवादी देशों के आदेश पर कांग्रेस सरकार द्वारा पिछले पांच वर्षों से अपनाई गई आर्थिक नीतियों. ने देश को एक खतरनाक मार्ग पर धकेल दिया है। इस मार्ग पर चलते हुए उसने आत्म निर्भर अर्थ व्यवस्था का निर्माण करने के अपने प्रयासों को ही छोड़ दिया है।
सरकार ने बहुराष्ट्रीयकृत विश्व अर्थ व्यवस्था के नव-उपनिवेशवादी मकड़ जाल में फंस कर संरचनात्मक समायोजन कार्यक्रम शुरू कर दिया है। यह कार्यक्रम साम्राज्यवादी देशों ने हम पर थोपा है। उदारीकरण, निजीकरण तथा वैश्वीकरण के दर्शन पर आधारित यह कार्यक्रम संकटग्रस्त विश्व पूंजीवाद में नव जीवन का संचार करने की एक नयी कार्य प्रणाली है। इसकी स्वाभाविक प्रक्रिया के रूप में निजीकरण रोजगार सर्जन को कम करने तथा श्रमिकों से उनके रोजगार छीन कर उन्हें बेरोजगार बनाने वाले इस संरचनात्मक समायोजन कार्यक्रम की अत्यंत नाटकीय अभिव्यक्ति है।

An Assessment of the Narasimha Rao Government's Five-Year Tenure – What It Means for the Working Class
Over the past five years, the working class and the toiling masses have had bitter experiences regarding the new economic policies—dictated by the International Monetary Fund (IMF)—adopted by the Narasimha Rao government. The CITU had already warned that the economic policies pursued by the Congress government over the last five years, at the behest of US-led imperialist nations, have pushed the country onto a dangerous path. By following this trajectory, the country has abandoned its efforts to build a self-reliant economy.
Entangled in the neo-colonial web of a globalized economy, the government has initiated a 'Structural Adjustment Programme.' This programme has been imposed upon us by imperialist nations. Based on the philosophy of liberalization, privatization, and globalization, this programme represents a new strategy designed to breathe new life into a crisis-ridden global capitalism. Privatization—which curtails job creation and renders workers unemployed by stripping them of their livelihoods—stands out as the most dramatic manifestation of this structural adjustment process.
