Abstract
कामगार महिलाओं के कार्य व निर्वाह की हालतों में सुधार, उनके आर्थिक शोषण को खत्म करने, उनको कल्याण सम्बन्धी सुविधाएं देने जैसे प्रसूति काल में, तथा उनके स्वास्थ्य आदि के लिए 'व्यापक' कानूनी कदम आजादी के बाद ही उठाए गए। लेकिन इन कानूनों को सख्ती से लागू करने के लिए कोई कारगार कदम नही उठाए गए जिसका परिणाम यह है कि आज भी कानूनी प्रावधानों और जो सुविधाएं कामगार महिलाओं को दी जाती हैं उनमें बहुत जबरदस्त अन्तर है। इसके अलावा समय समय पर शिक्षा प्रसार के लिए जारी किए गए विशेष कार्यक्रम और कदम भी कारगर नहीं थे। और आजादी के तीस साल बाद भी कामगार महिलाओं के आर्थिक, सामाजिक व जीवनयापन के हालात में कोई सुधार नहीं हुआ है।
इन हालात को मध्येनजर रखते हुए भारत सरकार के श्रम मंत्रालय के लेबर ब्यूरो ने दिसंबर 1976 और अप्रैल 1977 के दौरान एक सर्वेक्षण किया। इस सर्वेक्षण का मुख्य उद्देश्य भारत की सभी प्रकार की खदानों में कामगार महिलाओं की कार्य व निर्वाह तथा आर्थिक स्थितियों की छानबीन करना था और साथ ही इसका इरादा यह पता लगाना भी था कि श्रम कानूनों के तहत कामगार महिलाओं को कल्याणकारी सुविधाएं किस हद तक दी जा रही हैं और उन्हें इस क्षेत्र में किस तरह की समस्याओं का सामना करना पड़ रहा है।
लेबर ब्यूरो के सर्वेक्षण की रिपोर्ट खदानों में कामगार महिलाओं की सामाजिक-आर्थिक दशा"* कुछ समय पहले प्रकाशित हुई है। इस रिपोर्ट से अनेक तथ्य सामने आए हैं जिनमें से कुछ महत्वपूर्ण तथ्यों को हम इस पुस्तिका में प्रस्तुत कर रहें हैं।

The Condition of Women Workers in Mines
Comprehensive legal measures to improve the working and living conditions of women workers, eliminate their economic exploitation, provide welfare facilities (such as maternity benefits), and safeguard their health were initiated only after independence. However, no effective steps were taken to strictly enforce these laws; consequently, a vast gap persists today between the legal provisions and the actual facilities provided to women workers. Furthermore, special programs and initiatives launched from time to time to promote education proved ineffective. Even thirty years after independence, there has been no improvement in the economic, social, or living conditions of women workers.
In light of this situation, the Labour Bureau under the Ministry of Labour, Government of India, conducted a survey between December 1976 and April 1977. The primary objective of this survey was to examine the working, living, and economic conditions of women workers across all types of mines in India. It also aimed to assess the extent to which welfare facilities mandated by labour laws were being provided to these women and to identify the challenges they faced in this sector.
The Labour Bureau's survey report, titled "Socio-Economic Conditions of Women Workers in Mines," was published some time ago. The report revealed numerous facts, some of the most significant of which are presented in this booklet.
