Abstract

हरियाणा सरकार द्वारा निर्धारित पदों एवं न्यूनतम वेतनों के पूर्ण विवरण सहित फरीदाबाद के उन बहादुर मजदूरों की यादगार को सर्पित जो 17 अक्टूबर 1979 की गोलीबारी में शहीद हुए सन 1946 में स्वतन्त्रता से ठीक पहले बैठाये गये प्रथम वेतन आयोग ने न्यून-तम वेतन तथा मंहगाई भत्ते को उपभोक्ता-मूल्य-सूचकांक के साथ जोड़ने का सिद्धान्त तय किया । कमेटी ने यह आशा भी जाहिर की थी कि सरकार को यह सुनिश्चित करने के लिए कदम उठाने चाहिए कि हर स्तर पर उचित वेतन तय किये जायें तथा मजदूरों के वेतन यथोचित हों । सन् 1948 में न्यूनतम वेतन कानून लागू हुआ जिसने सरकार को कुछ निश्चित सूचीबद्ध उद्योगों में न्यूनतम वेतन तय करने का अधिकार दिया। सूची-वद्ध उद्योगों को घोषित करने की प्रगति धीमी रही है और यहां तक कि अभी भी बहुत-से ऐसे उद्योग हैं जहाँ कोई न्यूनतम वेतन लागू नहीं है। 15वें भारतीय श्रम सम्मेलन (1957) में यह तय किया गया कि न्यूनतम वेतन आवश्यकताओं पर आधारित होना चाहिए, यानी यह एक मज़दूर के परिवार की आवश्यकताओं को पूरा करने वाला हो। संगठित और असंगठित दोनों ही क्षेत्रों के मजदूरों को कंधा-से-कंधा मिला-कर आगे बढ़ना चाहिए । उन्हें बेरोजगारों के साथ भी सम्बन्ध स्थापित करना तथा उनकी मांगों के लिए संघर्ष करना होगा। इन सारी ताकतों को हरकत में लाकर जुझारू संघर्ष छेड़ने की शर्त पर ही मजदूर वर्ग 15वीं इण्डियन लेवर कनफ्रेंस के मुताविक आवश्यकता पर आधारित न्यूनतम वेतन हासिल करने की आशा कर सकता है।

Description

Intensify the struggle for a minimum living wage! Includes full details of posts and minimum wages prescribed by the Haryana government. Dedicated to the memory of the brave workers of Faridabad who were martyred in the firing incident of October 17, 1979. The First Pay Commission, constituted in 1946 just before independence, established the principle of linking the minimum wage and dearness allowance to the Consumer Price Index. The committee also expressed the hope that the government would take steps to ensure fair wages were fixed at all levels and that workers' wages were adequate. The Minimum Wages Act was enacted in 1948, empowering the government to fix minimum wages in certain scheduled industries. Progress in notifying scheduled industries has been slow, and there remain many industries where no minimum wage is enforced. It was decided at the 15th Indian Labour Conference (1957) that the minimum wage should be need-based; that is, it should fulfill the requirements of a worker's family. Workers from both the organized and unorganized sectors must move forward shoulder to shoulder. They must also establish ties with the unemployed and struggle for their demands. Only by mobilizing all these forces and launching a militant struggle can the working class hope to secure a need-based minimum wage in accordance with the 15th Indian Labour Conference.
