Abstract

संसद के पिछले बजट अधिवेशन में हड़ताल के अधिकार को छीनने के लिए पेश किये गये विधेयकों की समीक्षा ------------- लोकसभा के पिछले अधिवेशन की समाप्ति के समय औद्योगिक विवाद (संशोधन) विधेयक, १६८२ तथा ट्रेड यूनियन (संशोधन) विधेयक, १६८२ नामक दो विधेयक पेश किये गये। एक दूसरा विधेयक-चिकित्सालय तथा अन्य संस्थान (विवाद व्यवस्थापन) विधेयक राज्यसभा अधिवेशन के अन्तिम दिन छः मई को बहुत जल्दी-जल्दी में पेश किया गया। यह औद्योगिक विवाद (संशो-धन) विधेयक डी० एम० के० और ए० डी० एम० के० को छोड़कर जो कि इन्दिरा कांग्रेस के कृपाभाजन बनने के लिए एक-दूसरे से बाजी मार जाने की कोशिश कर रहे हैं, सम्पूर्ण विपक्ष के विरोध के बावजूद पेश किया गया है। यह सभी जानते हैं कि इससे पूर्व सितम्बर १६८१ में संसद ने "आवश्यक सेवा विधेयक" को अन्तिम रूप से पारित कर दिया था, बावजूद इसके कि इंटक को छोड़कर ट्रेड यूनियनों ने देशव्यापी विरोध किया, ५ लाख मजदूरों ने संसद पर इसके खिलाफ प्रदर्शन किया, तथा सम्पूर्ण विरोधपक्ष ने इस विधेयक का विरोध किया। इन चारों विधेयकों के माध्यम से मजदूर वर्ग पर कठोरतम हमला किया गया है, जिसका उद्देश्य है सरकार की जीहुजूरी न करने वाली ट्रेड यूनियनों को शक्तिहीन बना देना। सरकार के दुष्ट इरादों को समझने के लिए इन विधेयकों के असली अर्थ को समझना आवश्यक है ।

Ramamurti, MP, General Secretary, CITU A critique of the bills introduced during the last Budget Session of Parliament to curtail the right to strike. ---------- Towards the end of the last Lok Sabha session, two bills—the Industrial Disputes (Amendment) Bill, 1982, and the Trade Unions (Amendment) Bill, 1982—were introduced. Another bill, the Hospitals and Other Institutions (Settlement of Disputes) Bill, was introduced in great haste on May 6, the final day of the Rajya Sabha session. The Industrial Disputes (Amendment) Bill was introduced despite opposition from the entire opposition—with the exception of the DMK and AIADMK, who are vying with each other to curry favor with the Indira Congress. It is well known that prior to this, in September 1981, Parliament had finally passed the "Essential Services Bill," despite nationwide protests by trade unions (except INTUC), a demonstration against it by 500,000 workers at Parliament House, and opposition from the entire opposition bloc. These four bills constitute a severe assault on the working class, aimed at rendering powerless those trade unions that refuse to be subservient to the government. To grasp the government's malicious intentions, it is essential to understand the true implications of these bills.
